All citizens will have access to two years of a higher education, be it undergrad or graduate school, at no cost, for the purpose of having a better educated population that will in turn lead to a better economy with more citizens in the work force. However, all persons who have completed their degree must give back to the youth of their local communities to further encouragement of education by donations of money or volunteer work.
